This project studies how Energy Efficiency Obligations (EEOs) affect pricing in retail energy markets. It develops a theoretical framework in which firms incorporate compliance costs into pricing while competing through differentiated contracts. The model characterizes the incidence of these regulatory costs on retail energy prices across suppliers and contract types.
